When we hear the word ‘career’, people/parents think only about Engineering (with preference attached to software engineering) , Medical, Management, Architecture, Aerospace, chemical and so on and so forth. Most of the time meritorious students from 10th / 12th Boards or graduates would like to become engineers, doctors or these days – MBAs. However, very few of them say to become IAS/IPS/IFS. Also very few parents are aware about UPSC(Union Public Service Commission) as a robust career option due to lack of knowledge and awareness about UPSC as a strong career option. Whoever wants inner satisfaction of serving society in the true sense and giving back to society which they have earned could take this career as a career option.
General Information:Union Public Service Commission (UPSC) is an autonomous constitutional body which recruits personnel for different Union Services (except Armed Forces) like It is responsible for appointments to and examinations for All India Services and Group A and Group B os central services. While DoPT (Department of Personnel and Training is the central Personnel agency in India. Indian Administrative Service (IAS), Indian Police Service (IPS), and Indian Foreign Service (IFS) are three of the most preferable services under this. The members of the UPSC and the SPSCs are to be appointed by the President and the Governor respectively. (Provisions regarding the Public Service Commissions are provided in Articles 315 to 323.). However, the Constitution visualizes the Union Public Service Commission to be the ‘Watchdog of merit system’ in India. The function of the UPSC is to advise, not to decide. The UPSC can also serve the needs of a State on the request of the State Governor and with the approval of the President of India.The Union Public Service Commission has been established under Article 315 of the Constitution of India. The Commission consists of a Chairman and ten Members.
Note: A candidate who got appointed as an IAS or IFS officer in earlier examination and continues to be a member of that service will not be eligible to compete at this examination. Moreover, a candidate who is appointed to the Indian Police Service will not be eligible to opt for the Indian Police Service in the next exam.
UPSC Exam Notification 2020:The Official UPSC Exam Notification 2020 has been released on 12th February 2020. The Online Application has also started for (UPSC)Civil Services Examination. Last day to apply for the exam is 3rd March 2020. All the details pertaining to the exam has been discussed in the Online Notification. Candidates can get access to the IAS Exam Notification 2020 from the link given below.
HOW TO APPLY:Candidates are required to apply Online by using the website https://upsconline.nic.in Detailed instructions for filling up online applications are available on the above mentioned website. Brief Instructions for filling up the “Online Application Form” given in Appendix-IIA.
Candidate should have details of one Photo ID Card viz. Aadhaar Card/Voter Card/PAN Card/Passport/Driving Licence/Any other Photo ID Card issued by the State/Central Government. The details of this Photo ID Card will have to be provided by the candidate while filling up the online application form. The candidates will have to upload a scanned copy of the Photo ID whose details have been provided in the online application by him/her. This Photo ID Card will be used for all future referencing and the candidate is advised to carry this Photo ID Card while appearing for the Examination/Personality Test.
The facility of withdrawal of Application is available for those candidates who do not want to appear for Civil Services (Preliminary) Examination. In this regard, Instructions are mentioned in Appendix IIB of this Examination Notice
ELIGIBILITY FOR THE EXAMINATION: Nationality Required: For the Indian Administrative Service, the Indian Foreign Service and the Indian Police Service, a candidate must be a citizen of India.For other services: a candidate must be either:—
(a) a citizen of India, or
(b) a subject of Nepal, or
(c) a subject of Bhutan, or
(d) a Tibetan refugee who came over to India before 1st January, 1962 with the intention of permanently
settling in India, or
(e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of
permanently settling in India.
Provided that a candidate belonging to categories (b), (c), (d) and (e) shall be a person in whose favour a certificate of eligibility has been issued by the Government of India. A candidate in whose case a certificate of eligibility is necessary, may be admitted to the examination but the offer of appointment may be given only after the necessary eligibility certificate has been issued to him/her by the Government of India.
Minimum Educational Qualifications:The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.
Age Limits & Number of attempts:A candidate must have attained the age of 21 years and must not have attained the age of 32 years on the 1st of August, 2020. The upper age-limit prescribed above will be relaxable. Follow the belo table for more information.

Note :— (I) An attempt at a Preliminary Examination shall be deemed to be an attempt at the Civil Services Examination. (II) If a candidate actually appears in any one paper in the Preliminary Examination, he/she shall be deemed to have made an attempt at the Examination. (III) Notwithstanding the disqualification/cancellation of candidature, the fact of appearance of the candidate at the examination will count as an attempt.
Restrictions on applying for the examination: (a) A candidate who is appointed to the Indian Administrative Service or the Indian Foreign Service on the results of an earlier examination and continues to be a member of that service will not be eligible to compete at this examination. In case such a candidate is appointed to the IAS/IFS after the Preliminary Examination of Civil Services Examination, 2020 is over and he/she continues to be a member of that service, he/she shall not be eligible to appear in the Civil Services (Main) Examination, 2020 notwithstanding his/her having qualified in the Preliminary Examination, 2020. Also provided that if such a candidate is appointed to IAS/IFS after the commencement of the Civil Services (Main) Examination, 2020 but before the result thereof and continues to be a member of that service, he/she shall not be considered for appointment to any service/post on the basis of the result of this examination viz. Civil Services Examination, 2020. (b) A candidate who is appointed to the Indian Police Service on the results of an earlier examination and continues to be a member of that service will not be eligible to opt for the Indian Police Service in Civil Services Examination, 2020.
PLAN OF EXAMINATION
The competitive examination comprises two successive stages :
(i) Civil Services (Preliminary) Examination (Objective Type) for the selection of candidates for Main Examination; and
(ii) Civil Services (Main) Examination (Written and Interview) for the selection of candidates for the various Services and posts.
The Preliminary Examination will consist of two papers of Objective type (multiple choice questions) and carry a maximum of 400 marks in the subjects. This examination is meant to serve as a screening test only; the marks obtained in the Preliminary Examination by the candidates who are declared qualified for admission to the Main Examination will not be counted for determining their final order of merit. The number of candidates to be admitted to the Main Examination will be about twelve to thirteen times the total approximate number of vacancies to be filled in the year through this examination. Only those candidates who are declared by the Commission to have qualified in the Preliminary Examination in the year will be eligible for admission to the Main Examination of that year provided they are otherwise eligible for admission, to the Main Examination. Note I : The Commission will draw a list of candidates to be qualified for Civil Services (Main) Examination based on the criterion of minimum qualifying marks of 33% in General Studies Paper-II of Civil Services (Preliminary) Examination and total qualifying marks of General Studies Paper-I of Civil Services (Preliminary) Examination as may be determined by the Commission.
Note II : There will be negative marking for incorrect answers as detailed below: (i) There are four alternatives for the answers to every question. For each question for which a wrong answer has been given by the candidate, one-third (0.33) of the marks assigned to that question will be deducted as penalty. (ii) If a candidate gives more than one answer, it will be treated as a wrong answer even if one of the given answers happen to be correct and there will be same penalty as above for that question. (iii) If a question is left blank i.e. no answer is given by the candidate, there will be no penalty for that question. The Main Examination will consist of written examination and an interview test. The written examination will consist of 9 papers of conventional essay type in the subjects. Candidates who obtain such minimum qualifying marks in the written part of the Main Examination as may be fixed by the Commission at their discretion, shall be summoned by them for an interview for a Personality Test The number of candidates to be summoned for interview will be about twice of the number of vacancies to be filled. The interview will carry 275 marks (with no minimum qualifying marks). Marks thus obtained by the candidates in the Main Examination (written part as well as interview) would determine their final ranking. As I was working i was not able to give more time to the preparation but i tried to cover all current related topic. Because this year I was very sure I won’t take any risk in prelims, else I can’t even fight the real battle for mains. I had not done much of static portion to time scarcity. So, I purchased online Test Series for practice. Everyday in evening i made it mandatory to attempt the online test series.
